JJ Mahoney is a hotel venue and they never allow underaged people to come in and drink.
I don't know they accept people in their early 20's, but from my experiences for many years visiting the youngest people are in their mid 20's because this place is quite expensive.
Regarding Boss thing, I've never heard of.
For topless or naked dancing, there are few bars called sexy bars.
When you get in there these places are basically talking bars with female bartners who are wearing bikini or sexy looking clothes.
Few of these bars, they have show time that professional dancer comes to the bar and dance for about 10 minutes and took off all the clothes.

Thanks for your input. I have been there about a dozen times, and agree with you that this "hotel venue" USUALLY do not allow underage girls. I have seen though (at least three times) excluding my story as mentioned before; that underage (probably rich girls) were there. I base this on the fact that I always go to JJ'S with locals, and they pointed this out to me. No matter! On a busy night, there are more then enough "locals" to choose from. In addition, I did not want to cast dispersions on this fine venue. It is not "securities” fault if some rich little daddy’s girls put on lipstick and takes her sisters or friends ID and plays games.
I have not been there in over a year, so even this might have changed.
