Someone will have to explain to me why they think international transfer costs are high thus justifying large transaction fees.
If I withdraw via ATM card money that is in my account, charging me 3% is outrageous. The cost of the transfer of electrons is miniscule. Yes the computers and infrastructure cost money but these are fixed costs.
A 3% fee for a LOAN might make sense, but for getting your own money is ridiculous.
Hopefully competition will reign these charges in as banks compete for business.

Note - these are credit card transactions and not ATM withdrawals. No mention of ATM in this article.

I recently opened an account with German BKB bank which offers a Visa card with 0 = zero = nil fee for ATM withdrawal worldwide. I was tired of these hefty fees for my frequent LOS ATM withdrawals too... sums up you know...

All this means is the German bank won't charge you for the withdrawal. You'll still get the prompt on the Thai ATM machine telling you that the Thai bank intends to charge you THB150 for the withdrawal and asking if you still want to proceed with the transaction. By pressing the yes key you agree to pay the THB150 fee.

I too have an ATM card that promises no charges for worldwide ATM withdrawals, but mine was issued by my bank in the UK. True to their word the UK bank have not charged me. But the Thai ATM machine has.

The THB150 fee just shows up on my UK bank statements disguised as part of a single cash withdrawal in Thailand. E.g. I tell the ATM machine I want THB5000, it asks me if I am prepared to pay THB150 fee, I say yes ('cos I want my cash), and on my UK bank statement it shows that I withdrew THB5,150 from an ATM machine in Thailand. My UK bank does not charge me for withdrawing THB5,150.

You'll probably find the same thing happens with your German bank ATM card.

I have a Chase Mileage Plus (United Airlines) and it charges 3%. I have heard that Chase Hyatt does not charge a fee.

Just confirmed with Chase that they still charge 3% for foreign transaction with their Chase United Mileage Plus and Chase Freedom.

Also just check Capital One's site (like retiredintahoe said)...they dont charge 3% for foreign transaction.

Look like I have to get another card from Capital One.

tvn - if you want to take any money out of a Thai ATM and your card wasn't issued by a Thai bank, you'll have to click the "yes" key to confirm you are willing to pay the Thai bank's THB150 fee. Whichever foreign card you have, whether its Chase, Catch, Capital 1 or Capital Letter.

Maybe you will have an arrangement with your foreign ATM card supplier to recover the THB150 fee. Perhaps by showing them the ATM receipt (on which the THB150 fee is itemised). But that is a lot of red tape to jump through later; you still have to pay the fee in Thailand at the ATM if you want to get any money out of the machine.
