If it does not have the red pepper flakes (which are usually visable), it will not be hot. Sometimes they include the long whole peppers (black or dark red) so be VERY carefull about those. If you are worried, have a small container of milk handy. Not sure if soy milk works as well, but it probably does (and does not need to be refrigerated). You can buy these at any grocery or 7-11 and keep in your pocket. At most places you eat the cost of the Thai food is so cheap, that if you got really hot food by mistake, just leave it and get something else.

My suggestion on the hot food is: Don't bother with liquids at all. If your mouth is too hot, or your throat is hiccuping in protest, eat plain white rice, which you'll usually have plenty of. Chew it well to move it around your mouth. Swallow in small units to get your throat muscles moving in regular form. Same trick is used in a BBQ restaurant I went to in the states, although they use peanuts. The idea is to have a thick paste of non-spicy food absorbing the spice, sort of mopping it up. Water doesn't do anything; some say it makes things worse. Milk is probably better, but still not likely to be as good as rice. And you usually won't have milk with you when eating thai food. If you order somtum, order a side of "kuh-nome jin" It's the white rice spaghetti noodles. Same concept as the rice (same thing, really, just in noodle form).
