... accepting English; teaching it correctly; learning correct English... these are generally the reserve of the elite Thais only... all daunting obstacles for the overwhelming majority of pacified and oppressed Thais.

... one of the fundamental cultural values inbred for generations into Thai society by elite Thais through the institutions they control, is: "resist change".

... perhaps only through the popular, broad-based social uprising threatening here, might this debilitating value be changed... it is on the shoulders of the younger generation.

... until then, I expect English illiteracy (the whole sham education system, for that matter) to continue to favor the elites.

... the most dangerous threat to Thai elites is a grade school kid with a library card.

Bt100m for teachers to brush up English skills abroad
=======================================

A Bt100-million budget has been set aside for about 1,100 teachers to take part in English language training in English-speaking countries during the upcoming summer vacation.

Deputy Education Minister Sakda Kongpet yesterday said 1,137 teachers across the country would be chosen to take part in the training in the United Kingdom, the United States, Canada, Australia, New Zealand and Singapore.

"This move is aimed at preparing them for the Asean Economic Community [AEC]," he said.

Sakda said 675 would be selected from teachers under the Office of Basic Education Commission's supervision, or three from each educational service area office; 231 would be chosen among teachers under the supervision of the Office of Vocational Education Commis-sion, also three from each pro-vince; and the remaining 231 would be selected under the Office of Non-Formal and Informal Education, again three per province. "They will have to travel abroad in April and will be trained for a month. The teachers will have to stay with host families in those countries. The Education Ministry will select the host families for them. Each of them will be given Bt100,000 to pay for expenses while staying in the foreign countries, but they have to pay for their air fares," he added.

Sakda said the project would also offer exchange opportunities for those countries to send their teachers to stay with host families in Thailand in order to enhance their language capability.

In a wider move, the ministry will provide 30-hour English language training to people in other occupations. It targets training more than 4 million people in total ahead of the AEC's implementation in 2015.

Meanwhile, Education Minister Suchart Tadathamrongvej is encouraging schools to seek eligible English-speaking foreigners to teach English, with the ministry giving them Bt10,000 per month to hire each teacher.

The minister said schools should not wait for the ministry to search for foreign teachers, as he wanted them to make direct contact with "sister" schools in English-speaking countries.

After they find eligible foreign teachers, they have to report the number to the Office of Basic Education Commission, the Office of the Education Council and the Office of Non-Formal and Informal Education in order for the ministry to set the overall budget for hiring them.

Suchart added that he would help ease the regulations concerning the need for licences for foreign teachers.

Use of English in class touted
======================

The English for Integrated Studies (EIS) model has proven to be accessible to students from all income levels and to improve Thai teachers and students' Englishcommunication skills, organisers of a conference promoting the approach said.

The event, attended by more than 600 educators and teachers, officially opened yesterday to encourage and motivate them to overcome their fear of using English in class - even though they may never have taught English or may hardly ever have spoken it.

The Education Ministry plans to amend a draft law to seek more funds to expand EIS' role in the ministry's English communication development project for Thai teachers and students, said Wiboon Shamsheun, vice education minister. Wiboon was speaking at the event, titled "English Bilingual Education and the 2nd EIS International Conference on Integrated Studies and Asean Community Development".

Teachers at more than 300 schools across the nation have adopted EIS. They use English to teach science - including physics, chemistry and biology - math, computers, physical education, English and social studies, according to Surapong Ngamsom, president of the EIS Association of Thailand. Surapong initiated EIS at Sunthonphu Pittaya Secondary School in Rayong.

He said teachers had been trained in how to teach in English, search for instructional media and content in English, and to use multimedia to help students understand lessons and questions in English. They try to teach most lessons in English, except for some deemed too complicated.

"Confidence is the most important thing. Despite being nonEnglish speakers, many of the teachers have gone beyond their limit with confidence to speak out."

"Sunthonphu Pittaya's rank has improved from around 2,000th out of 2,500 ranked schools in 2004 to around 200th in 2008. It has remained near that rank. Students at the school and other EIS network schools are able to communicate in English more fluently," Surapong said.

As a result, the Office of the Basic Education Commission granted his association over Bt2 million to host the conference, which Surapong said aimed to promote best practices in EIS and demonstrate the teaching of different subjects in English. He hoped the conference would motivate more schools to join the network.

"We hope that the expansion of EIS will help us prepare more Thai teachers and students in terms of English communication for the Asean Economic Community, which will be in effect in the next three years," he added.

Wiboon added: "We're going to use English as the medium of teaching. We're starting today, not in 2015." The conference is being held in Bangkok and ends tomorrow(Saturday 17 March).

English teachers arrive
=================

More than 100 language teachers have arrived from England under a programme to improve the standard of Thai students' English ahead of the launch of the Asean Economic Community in 2015, education permanent secretary Sasithara Pichaicharnnarong said on Monday.

The. teachers, all volunteers, were recruited under the Thailand English Teaching Project 2012.

Ms Sasithara said starting tomorrow, July 24, the teachers will head out to about 100 schools spread throughout the country, where they will teach English to students for six weeks.

The British Council is preparing the teaching curriculum and providing teaching assistance.

Under this project, Thai students will have the opportunity to learn English directly from teachers whose mother tongue is English, and the teachers will gain experience from teaching abroad and learning about Thai culture, she said.

All teacher volunteers will be issued a certificate, which they can use to help find a job in the future.

While in Thailand, the teachers will be well taken care of, she said, and given a mobile phone which they can use to contact their families, friends and the embassy.

Dangerm
If they are proper teachers they wont last long...

Bureaucracy, not being able to fail kids or go against the grain and the terrible students will have them packing their bags in a jiffy.

Noticed that the BKK Post wrote that the teachers have arrived followed by the Brit Council is preparing the curriculum. One would hope that the curriculum is complete and would have been in the teachers hands weeks before they got here in order to do things properly.
It seem to be for six weeks (until the end of Aug) that seems like a very short time.

In other words, the initiators of the program have just reduced the worth and value of farang teachers to be VALUE = ZERO

(ie "Volunteers" = "paid nothing"
