Frankly I think the "hotel turning you in" thing is urban myth bullshit. I've only heard reports along the lines of "I heard it from a guy whose friend was busted" or "my friend told me about a guy he heard about it..." In other words, typical urban legend crap. I'll believe it when I hear it from someone it HAPPENED TO.
Yes, it's against the law in Laos for a Lao PDR citizen to spend the night in a room with a non-citizen. Remember that prostitution is also illegal in Thailand.
As long as you're sure your hotel is girl-friendly...and like I said, Lao Inter City most definitely is, I've taken countless girls there...then you will be fine. BTW, there's also a short-time hotel out towards the airport. All freelancers know where it is.
