do not see any reason, why any of your listed places would be closed.
TOXIC will definitely be open every day, the girls might a bit drunker and wetter than usual (thus returning from an afternoon in kaosan). but no water games at TOXIC.

As always, much of the candy you desire during Songkran will not leave Bangkok. I share your distaste for the Songkran water assaults, and will mostly be hiding in my room for the next 3-4 days, but may respond to the recent pleadings of the massage girls in Rynda, and other venues, that they will be working during Songkran, and would greatly appreciate a visit from me, or anyone else brave enough to venture out during the water wars to reach their sanctuaries of traditional caresses. Oh yeah, the traffic in Bkk. is traditionally much less jammed than at most any other time of year. Enjoy!

The worst offenders in terms of water assaults are usually be travellers or tourists just taking advantage of any excuse to be a**holes. For Thais it is their tradition so why not suffer it with a smile :O). I just had a wild evening at Dance Fever with a few waitresses and bar girls. They seem to have the old Coliseum line up there in terms of entertainment, and the dance girls there certainly vindicated the benefits of a good soaking :P
